Important Notes for Application
- Before submitting your application, please ensure that ALL of the required documents and information are provided together with your application form.
- All membership application MUST be submitted IN PERSON. Original and copies of all relevant documents in support of your application should be submitted for inspection and verification by our Secretariat. Lacking of them may cause delay to your application. On spot, the verification process may takes about 30 minutes.
- For application submission, please make an appointment with our Secretariat at 2869 8515.
- If the application form is incomplete or supporting documents are outstanding, the Membership Sub-Committee will return the FULL SET of application to the applicant for rectification.
- All questions must be fully answered. If any question is inapplicable, please state "N/A".
- If there is insufficient space to complete the answer to any question, please continue on a separate sheet, specify the question to which the sheet relates and add signature of the relevant person.
- Any Company's name relating with “AGENT / AGENCY / INSURER / UNDERWRITER”' will not be accepted.
- Applicant shall not apply with a Company’s name that is the same as the existing member in the Register of Members in order to avoid public confusion.
- The Association reserves the utlimate authority to require the applicant to abandon misleading name or request the applicant to change its name.
- You cannot use the status of 'Insurance Broker' in transacting any business or declare yourself as a member of PIBA before the membership is approved.
- According to Section 77(2) of the Insurance Companies Ordinance (Cap. 41), it is an offence that a person holds himself out to be an appointed insurance agent and an authorized insurance broker at the same time. If the applicant is an insurance agent, he/she is required to cancel the registration of insurance agent before applying for the insurance broker license.

- The Membership Sub-Committee will not proceed to examine your application unless the following documents are submitted:
- Supporting Documents for the Company
- Copy of Certificate of Incorporation of the Company
- Copy of the Business Registration Certificate
- Copy of Form D - details concerning Directors of the Company
- Proof / Copy of the client's bank account(s)
- Copy of the Professional Indemnity Insurance (“PII”) Quotation or Policy. Please make sure that the name of insured of the PII must be same as the company name registered with PIBA and the coverage provides to this company must satisfy the Minimum Requirements for Insurance Brokers.
- Supporting Documents for the Chief Executive
- Copy of Hong Kong Identity Card
- Copy of educational and /or professional qualifications certificates
- Copy of job reference letters, job specifications and /or any proof for insurance and management experience in insurance industry
- Authorization for reference check
- Application for Registration/Exemption from “IIQE” Form For CE and TR
- Original of the application form duly stamped and signed
- Copy of Applicant’s Hong Kong Identity Card
- Copy of the educational qualification certificates
- For exemption from IIQE by insurance experience, applicant should submit documentary proof of the insurance experience (e.g. job reference letters, insurance agent/broker working history and /or exemption letters from IARB or CIB)
- For exemption from IIQE by professional qualifications, applicant should submit the copy of relevant certificates (Please refer to the Minimum Requirements for Insurance Brokers for the details of the recognized professional qualifications)
- For registration from IIQE by examination, applicant should submit the copy of IIQE notification of result or certificate
- For calculation of CPD requirements, applicant should submit the registration record of IARB as insurance agent or of the CIB as insurance broker
- If you have registered with the CIB and also wish to register under PIBA, a letter of consent from your existing CIB employer and the applying member must be attached.
- Crossed cheque for the annual registration fee on the “Line of Insurance Business”:
- General Business HK$200
- Long Term (excluding Linked Long Term) Business HK$200
- Long Term (including Linked Long Term) Business HK$450
- CPD Programme Record
- Applicant has to fulfill the CPD Programme requirements as stipulated in the Minimum Requirements for Insurance Brokers.
- Applicant is required to acquire 10 qualified CPD hours every year from 2005.
- CPD hours may be counted on pro-rata basis if the applicant did not engage in insurance business for the whole calendar year.
- If the insurance intermediary registration has been cancelled for more than 6 consecutive months prior to the date of application, the applicant is not required to earn any CPD hours before registration.
- The Application Fee
- Crossed cheque of H.K. $19,800* for Membership Application Fee
- Crossed cheque of H.K. $4,800 for the Annual Membership Fee
- Crossed cheque for the annual registration fee of the “Line of Insurance Business” for each CE / TR:
- General Business HK$200
- Long Term (excluding Linked Long Term) Business HK$200
- Long Term (including Linked Long Term) Business HK$450
